A large share of SEO sold in the UK is delivered by somebody other than the company you signed with. That is not automatically bad, but you should know.

White label SEO is a wholesale arrangement. A supplier delivers the work, your agency puts its own name on it, and you never learn the supplier exists. It is widespread, particularly among web design firms and marketing agencies that sell SEO without employing an SEO specialist.
Why agencies do it
- To offer a service they cannot staff. A five person web agency can sell SEO without hiring a specialist.
- To handle overflow. Even good agencies use suppliers for peaks, which is generally harmless.
- To access a specialism. Digital PR and technical audits are commonly bought in, and often from people who are genuinely better at it.
- Margin. Buy at £300, sell at £900. This is the version that should concern you.
Where the risk actually sits
The problem is not outsourcing itself, it is distance. When the person writing your pages has never spoken to you, never seen how you sell and is working from a brief written by someone who spoke to you once, the content will be generic. When outsourcing is fine
Technical implementation, data work, translation and specialist digital PR are all reasonable things to buy in, provided strategy and accountability stay with the agency you are paying. What should never be outsourced invisibly is the thinking: the decision about which keywords matter, which pages to build and what your customers actually want to read.

Does it make the work worse?
Not necessarily, and sometimes it is better, because the specialist is genuinely specialised. The reliable predictor of quality is how close the person doing the work is to your business, not whose payroll they are on.
Should I avoid web design agencies that offer SEO?
Not automatically, but ask who delivers it. A design agency with an in house SEO specialist is a strong combination. One that quietly resells a package is buying you something you could buy cheaper yourself.
